Every solicitation on Its1Bid resolves its jurisdiction's governing statute, advertising minimum, protest window, prevailing-wage posture, E-Verify requirement, electronic-bidding authorization, and — critically for out-of-state bidders — its resident / reciprocal bid preference and tie-breaker rule. The same table below drives the product: preference adjustments are applied to comparison prices at evaluation time, disclosed with their citations, and never touch the contract price.
